The director is Hassan Nazer and he co-produced another Tripswitch project, a period short film, Whistle My Lad, which has two trailers at Vimeo: http://vimeo.com/user20160530
The DP is Hákon Pálsson, a young Icelandic fellow who won a Scottish BAFTA New Talent Award in 2012. He was the DP on the Whistle My Lad short as well, which looks stunning.
The Utopia movie might be low budget, but it won't look it.
As for when we might get to see the film itself . . . the producers will probably try to get it on the film festival circuit, which is where they might get picked up by buyers (a distributor or studio). That could mean a theatrical run, and/or sales to a broadcast network or other media platforms, and/or dvd sales.
