A European film about a detetcive who located a serial killer who called himself " The Wizard ".

I remember a foreign film about a detective who was attempting to locate a serial killer who hunted children.
It was shown with the disclaimer that it was something the children should watch with a parent due to a serious nature.
I want to know the title so I may see it again.
