My brother and sister-in-law remember seeing a children's film in elementary school (late 60s to early 70s) about a boy who wanders onto a dock and boards a small boat that takes him on some type of adventure. It's definitely not "Paddle to the Sea", and I can't find any references to this film on the internet. Does anyone else remember this film?

Toward the end of "Hand in Hand," the boy and the girl get in a boat on a river (can't remember if it's at a dock) and try to get to Africa. They get to a dam or water treatment plant or something and the raging water nearly drowns the girl.
